I have a work around in place using an app that turns my phone into a mini-server and allows files transfer via local network using a browser.

This all started when I wanted to send an image from my PC to my phone wireless and could not figure out how to do it.
I can not seem to get BT alive and working on my PC. I bought a BT dongle and figured windows would find and install the driver. It does see it but there is no driver and I can not enable BT is settings (or Device Mgr). I have tried to different USB dongles and neither has worked. Will a dongle even do what I want it to do?
I can connect my phone to my tablet (Both are Android). But the PC does not seem to be sending out a signal.
PC is Win 10 latest release, USB 2 and 3 ports fed from pin outs on the main board. All other USB devices work fine when using ports.

You could probably set it up in Start > Settings > Devices. But having the right software for the BT dongle might make things easier. Can you provide the brand/model number of the BT dongle, then maybe i can find the software for it for you?

Been there and done that. I have the downloaded driver on my desktop but Win throws a could not connect message even though the dongle is showing down below.

Still a little difficult to help without a brand/model number. A few things you could try, check to see if the BT dongle has a button so you can turn it on, maybe if you install the right software for the device, you can turn it on via that software? If it is build for a specific version of USB, make sure it's connected in a supported version of the USB port. For example, if it's a USB3 device, it may not work in a USB2 port.

Eventually I will figure it out.
I'm going to investigate whether the dongles are receive only or receive only in the absence of a wireless wifi card. When I went looking for a non USB version the BT function was always added to an internal wireless wifi card. This computer is a wired connection but somewhere in the closet behind me is a USB wireless wifi that I could use to test the concept.
Right now I have a house to finish.
Eventually I will figure it out.
