My 2cents: I run into this problem a lot - site forms built for American phone numbers and postal codes (zip codes) only. Maybe

a) the coders should not limit what is filled in or check entered info for American and other phone numbers and postal codes from countries you are willing to talk with (if you have to pick country from the list then a function can switch the checking process)
or
b) be perfectly clear you only want to talk to people of a specific country
